so first of all open blogger in your browser and go to your blog dashboard by clicking on your blog title and click on template.
now click on Edit Html to open your template html editing page
your template code look like following screen shoot
in the top of your template code you will see your current meta tags in <head> section
which look likes
the above meta tag is used to add keywords in this meta you have to replace put,your,keywords,here,
with your keywords
Are You confused In Selecting Keywords For Your Blogger Blog?
if there is no meta keywords in your template then you can add it between <head>
</head>
see following screen shoot if you don't understand
you can add your meta tags before </head>
so that was keywords meta and with same process you can add description meta tag

just replace your blog description with your blog description
you can add description meta below of keywords meta
by using same method you can also add more meta tags like author , email , language , country
